Dyane Aspinall is Head of Integrated Commissioning and Partnership Development within Adult Services at Liverpool City Council working jointly across the City Council and Primary Care Trust as part of an Integrated Adult and Personalised Care Unit who manage a commissioning and care management budget of £390m per annum.

Dyane is the Lead Commissioner for People with Learning Difficulties in Liverpool and responsible for improving services and the lives of people with learning difficulties in line with Valuing People Now.

Recent achievements include Development of Overarching Section 75, Modernisation of Assessment and Care Management, Development of Integrated Commissioning, Contracting and Procurement and Developing Quality Partnerships, including those with the Third Sector.

Dyane has a Masters in Business Administration and is qualified Prince 2 Practitioner.
